The Opportunity Center brings the transition-center model to rural development in the Philippines. It works across a growing spectrum of opportunity reaching rural communities - from climate-resilient agriculture and renewable energy to mobility, infrastructure, digital technology, and entrepreneurship.
These changes are reshaping how people work, grow food, build businesses, and connect to markets and services. The Center ensures that communities are prepared to participate from the beginning, with the skills, leadership, local institutions, and enterprise capacity needed to turn investment and technology into jobs, income, and stronger local economies.
This is just transition in practice. It places people and communities at the center of the shift toward a low-carbon, climate-resilient economy. The Center identifies the transitions reaching a community, builds programs around real workforce and livelihood opportunities, connects people with technical and industry partners, and measures results.
The Opportunity Center began through a partnership with the Asian Development Bank focused on preparing Filipino workers for electric mobility. That work revealed a wider national need. Mobility is one part of a larger transformation unfolding across energy, agriculture, infrastructure, technology, and enterprise.
The Center responds with a clear model - anticipate change, build local capacity, connect people to opportunity, and deliver measurable results. It ensures that rural communities do not simply receive progress. They participate in it, benefit from it, and help shape what comes next.
